The user can control the force of gravity around their body at any given moment, able to slow down, speed up, or stop flying completely.

Lightning Cloak: Range would be 20m. If it is supplementary, it will deal no damage, only the paralyzing effect. For amount, it can be either 1-5 or 6-10. The scale for a C-tier spell is 10 meters total, so you could not have 10 cloaks at 10 meters apiece. You could make 10 1mx1m cloaks. If you want it to deal damage AND paralyze, you would need to make it Offensive/Supplementary. In that case, it would deal D-tier paralysis and D-tier damage.

Lightning Whip: Range would be 20 meters. If the whip is only 10 meters long, it could not move 20 meters away if it is attached to the wand.

Thunder Bullets: number needs to be 1-5, 6-10, or 11-15. Scale would need to be divided between the amount. I would suggest making 1m x 1m bullets.
