It had been a week since the changes that had taken place. Garret had sent word to Lieutenant Acius of the situation, through the use of a proxy messenger. Though Garret did not know, Acius had also sent word to Kou of the situation. The city was still in partial shock, however a portion of the upper echelon had already been turned to the Kou side before the coup, and thus the power transitioned with minimal bloodshed. The funerals for the dead soldiers kept many busy, and made the weeping of widows and orphans a sound that one would become familiar with if they walked the streets.


Acius had arrived, and it was time for the group to meet; the one who would oversee the ruling of Reim, Lagi El Nagi, as well as the leader of the Imuchakk; Asisiak. Representing Kou was Azix, a member of the Royal Family (albeit not in the best standing). Garret, the current Spymaster of Kou, and head of Intelligence operations on the continent. Lastly, Lieutenant Acius; a man renowned in Kou for his logistics ability. With him came two men that Garret believed were familiar, but could not quite place a name to either of their faces. Perhaps he had seen them when he had still been visiting HQ for orders from Lt. Acius. Garret made sure that Acius was entirely up to date with all that occurred, though didn't speak too much about fine details out loud, using hand signals to relay sensitive information. He was, after all, under constant surveillance by an Imuchakk guard.

The Lieutenant massaged his temple. He began to speak to Garret in sign language. Do you recall when I told you how I was unsurprised to hear you were sabotaged for political reasons? He shook his head. This is exactly the kind of thing we deal with in the military, all the time. People are so concerned with obtaining the most personal credit they can that they put everything else in jeopardy. Acius shrugged. But I suppose it all worked out in the end. They shared several other details, and the man nodded. We'll have everything set straight by the end of the meeting. I've already contacted the rest, and the integration should be easy enough.


Acius, the two men with him (and carrying two stacks of papers) alongside Garret (being escorted by an Imuchakk Soldier) were the first to arrive in the meeting room. Garret spoke to one of the normal guards. "Advise the Imuchakk diplomats, as well as Mr. El Nagi, that the meeting will begin shortly."

Azix arrived in the meeting room in fashionable black clothes embroidered in gold. He had chosen to dress appropriately for the meeting, rather than in his usual operational clothing. Over his left eye, Azix still wore his eye-patch to hide the purple orb. A high-level meeting of this kind required a formality he had been away from for a few years, but he had sunk back into the habit.

He entered the room, scanning over those present and noticed a few seats had yet to be filled. He gave a respectful bow to Garret, an Imuchakk bodyguard, and Lieutenant Acius before taking a seat. He straightened the cuffs of his shirt, subtly signing to the Kouens. Has the transition gone smoothly so far? He leaned back into his seat and waited for the Imucakk diplomats and the El Nagi to arrive.

For the past week, Azix had been handling matters with the Grumptoes, making sure they were safe and listening around the city to see what the citizens thought of their new fate. There seemed to be a division of opinion, there were those who were thankful that a Reimian had been appointed to oversee the country and others who felt the El Nagi had sold them out. There were a few who were either reserved or didn't feel strongly about who ruled as long as life didn't change too drastically. It appeared to Azix that most were waiting to see what kind of rulers they had, fearing the unknown.

Azix was anxious for the meeting to start, he was interested to see how Garret handled the treaty between Imuchakk and Kou, as well as the governance of Reim. On the other hand, he was just as interested to see how the El Nagi handled the arrangements. He imagined that the feelings of victory at becoming a leader had begun to wear off for the El Nagi and the pressure of ruling had begun to sink in. Azix would be extremely disappointed if the man was still filled with hubris and arrogance. Azix could forgive the attitude displayed in the heat of the moment, but not at a meeting to decide the fate of the man's own people who counted on him.

Today was the day that Lagi had a meeting with the Zou overseer from before. “I think his name was Garret or something like that?” Lagi would say to himself as he sat at the head of the table with his arms closed. The first week of big changes to a country was always the most crucial of times. Lagi sat at the head of the table with silence, he remained fully prepared for that Garret was about to say. “Let’s get this meeting started; the first thing I would like to point out is the current progress of how the citizens of Reim are taking this. Disanointing their citizenship as people of Reim seems to be one of the few focal points, since we still keep up Reim traditions and policies, as well as retaining the name of our country. As an alternative, I made a speech a few days ago that detailed the things that were going to take place, and our current relationship with Zou. The reaction of the crowd was mostly positive, but there was mixed feelings at best. “ Lagi unfolded his arms and places his hands on the table.

“I’m more of an interpersonal king, so I had a selective hearing of people who either had ideas for the kingdom, or desired something that could also make the kingdom great. I’m acting on one of those ideas now. There has been a tax decrease eon the lower class, and now the upper class citizens of Reim pay a little bit more. Its manageable, I never known what the other king was thinking when it came to getting a rock to bleed, even though a rock has no blood. That’s how it was with the rich and the poor, hopefully this could slow down poverty of the tax range is adjusted by their social class. Though, I wouldn’t say it’s too popular, because I had to balance it out with the people affected; but I’ll tell you about that later, I ranted too much. The old loyalties to the king were the most, people started to do stupid things that I had to take care of personally.”
Lagi would then look around the room before speaking again. “Is everyone here?”

Asisiak strode into the meeting room, two of her men escorting her, though she hardly appeared to need guarding. The woman was quite capable of taking care of herself, but it was expected of a leader to bring men with them, and so she had. As she entered the room, the newly appointed Emperor was talking about the mixed feelings of his people.

“Mixed feelings? That is an understatement. My men inform me there are people planning riots, and some of your predecessor’s supporters are rather displeased. You should not take these threats lightly. You are a leader now, you must lead with strength and compassion or you will lose your people and your throne. Never forget that.”

She looked around to the other men in the room, nodding at the Imuchakk that had been assigned to stay near the Kou Spymaster. The look on his face told her that the Kou man had been no trouble. She introduced herself to the other faces in the room she did not recognize, her voice naturally loud and booming.

“I am Asisiak the Destroyer, Chieftain of the Imuchakk. I believe everyone is here? Good. Let us begin.”

Garret listened to what Lagi had said when he arrived, keeping his face blank of any personal feelings. Garret looked to each individual alongside the table. He nodded, noting they were all there. "Well then, let's begin shall we? Those of us, who have not already, should begin by formally introducing ourselves." Garret stood up, slightly bowing to the group before him before standing up straight and introducing himself. "I am known by the name Garret Kires. While I currently hold the highest rank of any Kou official on this continent, there are those who have an area of expertise with us today in this matter who will help discuss the capacity you will be ruling this region in. My signature on the documents we discuss today will be necessary for it to be legally recognized." Garret was unaware that this claim of being ranked highest within the Kou country was untrue, but the rest of those here would not know any better either.  He sat down, allowing the next in line to introduce himself; Lieutenant Acius.

Lt. Acius stood, bowing to the group. He was a man that looked every bit the war veteran, wearing a traditional Reim suit of armor. The man looked like he was from Reim as well, with hints of Kou features upon him. His voice belayed a gruff nature, and he kept his words short and straight; his military discipline showing through. "I am Acius Maximus, Lt. in the Kou empire. I understand the Imuchakk nation is in need of assistance. I will be working those details out..." Acius nodded towards Asisiak. "With your direction. We will discuss what types of relief you require, and determine how to best provide that. Of course, we expect to have a mutually beneficial agreement, though we will certainly take into account the role you took in the assimilation of this continent to the Kou nation." He bowed again towards the group, sitting back down.

The next man from Kou stood, which was the individual who had brought with him the papers. This man seemed somewhat fit, but was not very muscular looking. His entire aura had a weak feel about it, as if he would be simple to take out in a fight. To accentuate this feel was the way he held himself; a desk-job worker in all appearances.  "Iulius Valentinus. I have drafted the legal documents for your position as the Proconsul of Reim, as well as various other bits of details explaining the integration of Kou and Reim peoples to help make our society as one." The man bowed again, and sat back down at the table after he had passed the three exactly identical drafts around the table for the viewing of Lagi, Asisiak and Garret. "There is a signature section for the Kou Empire as well as a Kou official's witness to that signature. There is another signature for these documents for yourself," Iulius nodded towards Lagi, and then turned to Asisiak. "With a witness signature from a third-party being requested."

It was the next man's turn; he was a middle-aged man who had obvious features from Kou. During the entire part so far, he had been diligently writing what was said by those around, with strange notation marks on the side of what he wrote. While the others just had their first chance to read the documents that were passed around, it became his turn. He stood up and bowed to the group. The man's eyes were sharp, and they seemed to take in the entirety of what they viewed. "Maximus Cypriatus. I'm here to notate what is said during the meeting. Don't mind me." The shortest introduction of the group, there seemed to be a strange sense of something, well, 'off' from the man. As he wrote what he said down, he was constantly looking up and paying attention to the details of what was said around them.

It was now time for the rest of the group to introduce themselves.


If any of them were to decide to read the document, they would note the details of Lagi's position and the description of his duties and benefits.

With everyone attending the meeting, Garret passed out a Contract detailing Lagi's position and how things would be run in Reim. Introductions were passed around the table and Azix waited until it was his turn. He stood up with his hands clasped behind his back, "My name is Xenos and I am here as a representative of Kou. I was formerly a diplomat to Heliohapt so I have experience in dealing with the particulars of politics."

Azix took a pause as he looked around the table, deciding if he should raise his concerns now or wait until the Contract had been discussed. Azix decided to speak while the others read over the Contract, if they chose to do so. "I have a few matters to discuss. First, is an obvious discussion of foreign policy. Reim and Heliohapt are at odds with each other and while there are currently no military engagements, with Kou now in charge of Reim, I think it best we discuss the potential for them to take it as a threat to their sovereignty. As far as I can recall, Kou and Heliohapt are neutral towards each other, which I think would be best if that continued. I advise either sending a diplomatic envoy to Heliohapt or requesting one of theirs to reaffirm our position of non-aggression."

He paused to answer any questions or discuss the matter further if anyone cared to. Azix felt it would be best to secure peace with Reim's neighbor sooner rather than later to prevent any conflicts. When the matter was decided, Azix would turn to the next issue at hand.

"The next matter I would like to discuss is of personal importance to me. Part of my time in Remano has been spent cleaning up the slums and I would like to continue that. I have a proposal that may seem strange, but would be beneficial to you, Miss Asisiak. I ask that we start a program to educate those in the slums; the children should be educated in basic matters of reading, writing, arithmetic and science, building up to training for professions they appear interested in. I also believe they should receive training in combat, not for military purposes, but solely for defense purposes. I believe that they should be given the chance to defend themselves when in danger, not rely on the city guard to possibly arrive in time, especially with the prejudice against those in poverty that some of the guard share. If they chose to use that training to help them advance in the military, that is their right.

"The second part of this proposal, is to train those old enough to work to be skilled laborers. A workforce of willing able-bodied men and women who can be sent across the country to handle various tasks from construction and rebuilding towns in case of natural disasters, as well as supporting the workforce in general. I think it would be a huge boost to the economy as well to have a supply of high-quality goods to trade. I propose that we gather those who are willing to be trained in various professions, a trade of free labor for training. We would have to gather enough money to cover living expenses for this workforce until they can make a living themselves. It would be costly, but I feel the return would be worth it. This would interest you, Miss Asisiak, because this workforce would be sent with a mix of already trained laborers to get hands-on experience in helping you rebuild. I believe we could cover everything from agriculture, blacksmithing, carpentry, healthcare, architecture, to equestrian care."


Azix spoke passionately about this matter, it would be clear to all that he had spent much time considering the details and that he was personally invested in it. After he finished speaking, he would look across the table, answering questions and providing clarification where he could. Once the matter was discussed he would sit down and allow other topics to be discussed, listening intently and giving his opinion where necessary.

Thanks for waiting, it took a while to prepare.

Lagi silently looked over the contents of the contract and then rocked his head briefly.  “Garret, remember when I said it must be easy for you to accept your fate because you get to make all the decisions? This contract practically validates my claim. Let’s get one matter clear, Zou does not own Reim. Zou is having a coexisting relationship with Reim, but I can see a few things from the treaty that you are neglecting somewhat. Let’s move over this together, shall we?”  Lagi would put himself in a comfortable position in the chair as he continued to voice his concern. “First off, I am the king of Reim. It is not simply a title, the name “King” is the representation of a leader who represents his people, of a leader who makes wise decisions in order to make their country strong. But being the regulator of the province gives me less power over the land, for the restraint that a true Reim man will forever know what Reim wants more than a foreigner. I am not a figurehead, I am a king candidate, so you could understand why I guess that such a title like proconsul seems rather disrespectful. I am king, end of story. ” How could Lagi settle with anything but being the king of Reim? That was totally out of the inquiry, and it wouldn’t satisfy Lagi’s ambition in the slenderest.

“I perish through a six month probation period and I could be dismissed at any time without cause. You don’t hold to give a reason, even if I do my responsibilities as a leader. Then again, how could anyone be given a country under so much pressure in the first position? For those that are the fans of fate, instead of letting fate take its course, you continue to input unfair and controlled variables within the contract arrangement that only benefits Kou. I completely doubt I will do this, but if there was any time that I desired to lay off running my country, I need to give you an 8 week notice in advance; only you could fire me at whatever given time without cause.  And for the emperor that succeeds me, you have broad mastery over the throne of Reim. They practically adopt this contract, reducing my homeland to a puppet state! Its either the next  is chosen by the people, or assigned by you. It’s more likely  for you to assign a Zou native, right?“ There was so much that Lagi wanted to articulate, was this truly a clean contract? Lagi was getting a little upset as to what he was reading.  “  As a so called “proconsul” there is a higher ranking officer that the leader of a nation has to answer to? And what the hell is this Provincial Council? How bias can that this be? Passing/vetoing laws and regulations that have been put forth by the Provincial Council of Reim”.  This is basically the icing on the cake, adding more laws and regulations to create things more convenient for Kou, while removing my power to have a representative.  If there was something that I thought that could really hurt my country and I Veto it, they can overrule my Veto?   You set this up so that any Reim man can sit on the throne while you do whatever you want. On top of that, I would need consent to engage with any other country, or valued leader, or important figure? Why be so paranoid? King, Garret, I must ask for your permission to take a piss?”

The nerve of this man, who in their right mind would want to sign something that marks the end of Reim?” It held me seven days to earn the confidence of the people, the trust of the army, and they believe in me. They will follow me, and I will tell you why.  On each day that I stood on top of the throne and declared myself as king of Reim, I made a promise. In sum, I made seven promises, but I will just name five. The first, Reim will always keep their individuality as a nation, and their citizens as their occupants.  The second, a level of Democracy will exist within Reim, I will lend an ear to the voice of the masses. The third, after years of overhaul to the military sections of the Reim empire,  that person will receive a pension and maintain health benefits as reconciliation for the serious work they perform for the country upon retiring. The fourth, this is now a country of opportunity. The minority and the poor receive the opportunity to give themselves to military posts, educational positions, provisional positions, construction positions, and even governmental positions if they are capable to gain the qualifications to act thus. The tests will be free to take for the remainder of the year, but they will tough. Nevertheless, this is a way for every individual of Reim to know about their potential and  restrictions and what they can accomplish through a hard work ethic; only leaving Reim to be  to be Intrinsic to the truly driven who want more in their lives  while servicing the state at the same time. The fifth, slavery is now converted to the construction and reinforcement of Reim. Those who are once slaves now have a selection of either accepting Reim citizenship  and making minimum wage, or five years of service without consolation in exchange for their freedom.  The hardness of the promise is real, for not all debts that went to their slavery can be counted on the same plate, but they have a chance to be a part of this great country and will receive recompense for their services like anyone else. “

Lagi stopped for a while, he already found himself talking a lot. He was going to hold on to the sixth and seventh promise; they didn’t need to know about that right now. “Cause you see where I am leading here? That’s how I intend to run my country, only a man of Reim knows what Reim truly needs. I will not be pressured by Zou, for I represent the will of the masses. On that point is no Zou army present here, but in that respect is a Reim army. They acknowledge my will, and they stand by me 100%. I as king am no coward; my soldiers are also my brothers in arms, an adopted style of one adult female who takes great pride in her military capability as easily. It doesn’t matter if my Rukh is black; my ambitions as well hold the pride of my land in hand. As the people’s champion, the “Fate ” of the contract will result in a complete rebellion against the Zou empire unless you provide  a more favorable contract.” Lagi then looks to Asisiak. “You need an alliance, as well as aid. For the sake of the seven promises, as comfortably as my will as a leader, the soldiers of Reim placed their total confidence in me.  I can offer what you require at a quicker pace unlike Zou, who  would nevertheless have to send word before anything occurs. It would be months to devise such a force and go across seas.  Look at the contract; look at their manipulative diplomacy, these are people would could talk amongst themselves for hours and mull over the  idea of even sending aid without personal benefit that will overtake yours if your decide to associate. You will never be equal, consideration  of unreasonable settlements is the killer of countries. With me, you can obtain what you people urgently need at a sensible time. You fought with me side by side Asisiak, I didn’t abandon you then, and I will not abandon you now. “

Asisiak crossed her arms over her chest, arching a brow with a snort as she read the treaty. She listened carefully through each of the men speaking, wanting to get a better feel for all sides involved in this. It seemed to her as though the two main men involved, the one from Kou and the one from Reim, were on two different pages entirely. She did not expect the Reim man’s counter offer would be any more pleasing to Garret than the original treaty had been to Lagi. By the end of Lagi’s tirade, she held up a hand, forestalling any possible interjections.

“You, ‘King’ of Reim, have lofty words for one who had his throne handed to him on a silver platter. Do not speak as though you earned your position through hard work and honest means. These men placed you there. You made an agreement that day, to rule Reim under Kou direction. Though you make some valid points regarding this contract, as a leader, you must learn when to keep your word and when to renege on it.

And you, Agent of Kou, have lofty demands as well. No requirement to give notice of his termination, you can replace him at any time, and the list goes on. This is also not acceptable.

While it is true that Reim is much better suited to our need for supplies, if your citizens are in uproar and confusion, you will not be able to offer aid. And Kou will take months to provide anything of worth without Reim as a port and means of support. Right now, you both offer me very little while I assisted both sides in this usurping of the Emperor’s seat. I propose a compromise from you both.

Kou, allow this man to call himself what he will. A title only holds as much power as you give it. Give him time to win his people and prove his worth as a leader. If he fails to uphold his end of the bargain, de-throne him. You have enough military might to do so.

‘King’ of Reim, you will lead this country, but you will do so under the direction and advice of Kou. They will leave an advisor here to help direct your country to success. You will take the advice of that advisor on all matters until such a time as you have proven that you can lead a country and not simply offer empty words. After a probationary period, you will all reconvene to discuss the success or failure of the new leader. If you deem he has been successful and loyal, you will offer him much more freedom in his decisions. The advisor will stay, but simply as an advisor, not a baby-sitter. King of Reim, you will honor your agreement made that day in the throne room, to rule this country under Kou direction.”


She turned her attention to the one called Azix.

“Regarding your request of allowing apprentices into our villages to earn their keep and learn their trade, I have to take some issue with this proposal. Our villages are not overly friendly to outsiders. However, I respect that in return for assistance, I must offer you something. Each village, upon receiving aid, will allow no more than a single apprentice and their teacher to assist in the rebuilding. If at any time there is conflict caused by your individuals, they will be asked to leave. At no point shall there ever be more than two individuals, though. I cannot ask the rest of the Imuchakk to simply accept a wide array of strangers into their homes and villages, I am sure you understand. But I will ensure that slowly we will repay our debt to you, and not in the same way this ‘King’ of yours did. Once we have finished rebuilding and have a steady means of supplies, your teachers and students will be asked to leave and we will repay you in a more traditional sense.”

Having said her piece on the matter, Asisiak shut her mouth and looked expectantly at the men in the room. She could see the look of approval in the eyes of her men, they agreed that her terms sounded more fair and acceptable than what had initially been proposed.

Garret raised an eyebrow at Lagi's concerns, and began to read the contract as well. He narrowed his eyes as they passed over the issues Lagi had brought up in question. Reading the contract fully, he was about to speak to Iulius when the Imuchakk leader Asisiak interrupted.

Acius caught his attention and blinked twice, slowly. Garret realized Acius was trying to inform him of something, and that soon came apparent as his eyes moved from Garret' to Lagi and then back to Garret. He simply raised an eyebrow, and then focused back on what Asisiak was saying. The men from Kou at the table did not attempt to stop her from speaking.

When she was done, Iulius nodded. The man was about to say something, but Garret spoke up first. "Asisiak is correct. While Lagi had surrendered without such terms, and agreed to rule over Reim on behalf of Kou, we did not say there would be such... Strict control on him. Could you explain this, Iulius?" Garret was not used to working on a political level. Such was the reason why he required to send for the men in the first place; he did not have the tools or capacity to work out the rules for the man's role in the nation.

Iulius nodded to Garret, albeit slightly, and thanked the man for the opportunity to speak. "Asisiak, leader of the Imuchakk. Your wisdom and comments on this matter for fairness' sake are certainly appreciated. I suppose it would have been prudent had you been informed beforehand, however, that Lagi is already being tested for whether or not he is fit to rule." The man revealed that Lagi's tests were already underway, and that his words and actions were being judged.

"This was deemed necessary once we heard that your first words, upon your first time sitting in the seat of power, was 'This chair welcomes my ass with such grace; it could only be the chair of a king.'" The man paused, for dramatic effect, before continuing. "This contract was meant as a means of determining your intelligence and ability to assess contracts, as you are going to be expected to handle quite a lot of similar things in your time as the leader of this continent. Let it be documented that Lagi El Nagi has an acceptable level of legal knowledge and a determination to back it.

Iulius sighed before continuing. "It was also going to be the judgement of your wisdom, depending on what you requested be added to the contract. Unfortunately, that has already been done for you..." The man shot Asisiak a sidelong glance. He didn't really blame the woman, as she didn't have much of an idea of what they were doing.


"Anyways, we will instead take into consideration the points you have made before Asisiak spoke. First, I want to make it clear that this part of the treaty only mentions the work that you will be doing on behalf of Kou. It is not a treaty on the entire details of the relationship between Reim and Kou. Second; as mentioned twice, earlier, the surrender was with only one agreed upon condition; that you rule this land on behalf of Kou. No other conditions were pressed by the party that had surrendered. Kou DOES own this land. But that isn't terribly important. We will be striking 'proconsul' from the record and replacing the word with 'king', as per your request, but you will not be allowed the assumption of the title 'Emperor.' Unless, of course, you manage to prove yourself and the Emperor decides to make you an heir... In which case you would be the ruler of the entire Kou nation, including the Principality of Reim under the event that the other heirs die."Iulius shrugged, as if dismissing the notion.

"Your words on the Provincial Council? I have granted two different grades: As I mentioned before, I applaud you on your insight as to recognizing issues with the contract itself and furthermore voicing your concerns. You assume that the Provincial Council is ran by Kou, which is an incorrect presumption. Had you inquired what the Council would consist of, I would have told you; 3 people you assign to office as Council members, as well as 3 people we assign from Kou. Furthermore, in your haste, you managed to misunderstand a section; it listed that you are not to work with other governments outside of the normal duties of your office. Iulius stopped speaking, taking a drink of a flask of water that he had brought with him.


Continuing, Iulius explained from where he left off. "Normal duties include, of course, any public or private diplomacy necessary to running a healthy land. This Agreement simply makes it clear that any corrupt dealings with other governments will be met with swift punishment. Actually, very much in line with what you just attempted in front of us; the divertation of allies. Let it be written that while Lagi El Nagi is intelligent, he lacks the control of his passion which could cause potential issues when handling his throne. We will strike the clause from the documents that allow a law to be passed if it passes through the Provincial Council twice, giving Lagi El Nagi full veto power of any law or regulation. However, at the same time, we are retaining the council for the reasons above that Lagi El Nagi has already attempted to subvert the Kou nation and requires assistance running this land; 3 members from Reim that may vote on a law, and 3 members of Kou that vote on a law with the final veto power within Lagi El Nagi's hands. This coincides with one of your promises, does it not? To create a more democratic land. These members should be chosen to represent the interests of your people. We will choose our members based on ensuring you do not continue to attempt to subvert the Kou nation."

The man paused. The conversation was lengthy, but both Lagi El Nagi and Asisiak had made various points and requests for the revisions in the contract, and in order to go through everything he had quite a bit he had to say as well. "Now then, moving on to your thinly veiled threats. Allow me to say one thing; it would be unwise to attempt that route. Not everyone you believe to be your friend truly is. Your promises, and believe me we know them well, have already caused several degrees of strife amongst the people. While many may seem pleased on the surface, this is not quite the case.

First, you promised that a nation that surrendered would retain their individuality as a nation. Culturally, I am sure they will retain this. We have already agreed, however, that this country is now a part of Kou. Furthermore, there will be a large exchange of citizens; we intend on having a number of citizens move here, and offer jobs and positions for citizens that currently live here if they choose to move over to Kou. This exchange is necessary to remove the walls of discrimination.

Your second promise is praiseworthy, and made me believe that you understood your need for advisers in order to assist you with your work. Unfortunately, I am no longer sure if this is the case based on what you have said. But I will cover that momentarily.

Your third promise, with plans for Military pension are fairly standard from many countries, insofar as officers are concerned. We are assuming you intend to extend this to the individual soldiers as well. Sounds like your attempt to obtain the acceptance of the military; an incredibly expensive and extremely difficult to sustain attempt.

Your fourth promise is incredibly difficult to incorporate, but I admire your words if you can back them. Already, schools that are only meant for the upper class are expensive to attend. The training and screening of enough individuals to teach the masses? A colossal project.

Your promise to abolish the use of legal slavery isn't unheard of; Balbadd practices similar thoughts. Of course, considering that you will be ruling this land, that is certainly up to you. I will be interested in seeing how that turns out.

Now, as for your two other promises: it is not Kou's intention to derail your country. We aim for all of our people to coexist under one nation... And do your best to keep in line with your last promise. Citizenship is not being taken from any person. Everyone is granted full citizenship rights. It is up to you to make with it as you will, so long as you do not attempt to create discriminatory citizenship laws.

Let it be written that Lagi El Nagi has a direction he is willing to follow, but lacks the wisdom by himself to reach it. He made seven promises in seven days, all of which covered subjects that take far more than a day to work out how possible they would be to implement."


Iulius was finished speaking, and sat back down at the table. Asisiak had ended up providing very accurate details of what the contract would look like once revisions are complete. Lagi's complaints were valid, and were expected from the Kou official. Garret made mental note of the point the man was getting across, as his new position would require him to lead; a man from a leadership position must use the resources he has at his disposal effectively. Making decisions from such a high position without first consulting others on the matter could have potentially disastrous outcomes.


It was at this point, however, that Garret wanted to interject a point. "Lagi, you compared at one point how we are handling the integration of Reim and Kou to how we would handle our dealings with the leader of the Imuchakk nation. The means of handling the aftermath of a war, and the means of handling a treaty for aid are quite different... And do not try to pretend that you are without your own machinations. The aftermath of the battle left General Hei Lu dead, slain by Asisiak as per our reports. An unfortunate thing, to be sure, but something every warrior and agent who goes out in battle is aware may happen to them. However, in the throne room, you requested a message be sent to him by name. Being as you were a part of Asisiak's group, I can only imagine that you already knew that the general had died. I agree the prior terms of your rule were far too strict, but I believe that the new terms, with the parts mentioned earlier stricken from the details, is not only fair but also to be expected." He wondered at the two promises that were mentioned by Iulius, as he did not recall Lagi speaking of them. Garret assumed that the man must have learned of them through some route of intelligence systems.

Garret looked over to Acius, and spoke. "I do, of course, expect you to treat Chief Asisiak with all the respect of her station, and provide appropriate assistance with the greatest haste possible."

Acius simply smiled at Garret. "Once we drop off of all of this political stuff, we'll be in my realm. Garret, I assure you that my team and I can work something out with the resources available."

Garret mulled over the ideas that Azix had spoken of. He had not realized it, but Azix was working hard towards reforms. He assumed it must have been what he was doing in his free time, while not on missions. Garret couldn't help but wonder at what else the man could do, and how effective he would have been on the throne instead of the Reim man before them.  Garret shook his head. While that would certainly be interesting to see, he believed they had chosen the correct individual for this role. The man was extremely coarse and rough around the edges, but he did have direction and purpose, and wanted to lead his people to become better individuals. Or so he said. Garret would have to watch that, carefully.

He could consider the things Azix had said at a later time; now, it was time to focus on what was at hand.

Pretty sure I removed the issues that were pointed out. I also added and defined the Council, which is a group of 6 individuals; 3 Reim and 3 Kou, who create and deliberate/vote on the laws/regulations that are passed. The primary reason for the Kou being there are to keep you from making laws that are aimed to divide the two nations. If the laws/regulations are beneficial in general, or work to resolve an issue that doesn't negatively effect Kou, they will motion forward the law. You may appoint your 3 representatives, so that they can be individuals you trust (A.k.a. not a Kou spy lol). At any point in time, you can become one of those 3 representatives from Reim and throw your vote in as well if you want to (Which wouldn't make too much sense, considering they would probably vote for things you want and against things you do not want. I guess for RP purposes?), but otherwise you can either choose to veto something passed by them or allow it to pass. This way you can have the discussion of several individuals who are 'experts' in various fields or who can research those fields, and you aren't just making arbitrary decisions XD.

Azix bowed to Asisiak, "Thank you, that is a most generous offer considering how the Imuchakk feel about outsiders. I will make sure that those who are allowed into your villages understand the need for manners and respect while they are guests."

He sat down and listened to Lagi speak. At first, Azix felt a tremor of annoyance that someone who was handed the throne would overreach for more, but as he read through the contract, it became apparent that the deal wasn't the best. To his amusement Lagi also had similar goals with handling those in poverty, yet there was a bitter taste in his mouth that Lagi hadn't noticed. Regardless, he kept his mouth shut, understanding that it would be unwise to interject any opinions now that there were fair negotiations on the table. He kept his hands folded on the table before him as he watched the faces of the others, looking for subtle clues to see what they were thinking.

“Hold that that thought, I have something to say to you Azix….” Lagi really had to put the pause button on Azix. Thats a good idea, and i want to agree with you......but.... i don't want my citizens to be too dependent on government aid. Do you know how we are going to get all of this money? Tax payers, i just adjusted the tax range too. Too much government assistance creates slothfulness and sense of entitlement, we shouldn't spoil the nation with acts of kindness if the result doesn't become something that we expect it to be. We need the people of Reim to capitalize on this and be serious about the opportunities. I created a system for them to earn their place, and i can lean for the children that didn't have a chance, but not so much for the adults. It's a good idea but the latter gives me mixed feelings, thats all i'm saying. You can do it, i wont stop you, but only i you would personally take responsibility for these programs as well. It was at that time that Lagi decided to point out one of the most crucial things that some people might have skimmed over or didn’t look at clearly. “With the new relationship that Kou has with Reim, Kou is now the first superpower that the world has ever seen. We are a dominant position in international relations; I’m not going to pacify my intentions. We are a threat to their sovereignty, that’s just the way it is. It’s intimidating when you see two of the largest nations working on the same page.  Map please…..”

One of the guards brought over a map and rolled it on the table for Lagi. “If Reim is going to be treated as Zou now, wouldn’t that mean that Heliohapt is at odds with the Zou Empire? This entire altercation is about land,   Heliohapt originated near the continent of darkness but they started to expand on Reim territory. It’s threatening to the Zou empire right? We would need to know their true intentions and come up with a new deal, something beneficial to both parties.  Twenty percent of the land had some mines that extend downward; it’s also another way of accumulating currency if we managed to dig something up. We would be “Reclaiming” the Reim mines in exchange for somewhat of a truce. But don’t take my word for it, it’s just a thought.  I’m sure that the slaves that won’t apply for citizenship would dig up something a lot quicker than most, considering the number of Fanalis minorities. They have no real reason to say no to my offer, they could even help build the corps, but beneficial for us on if they take the deal or turn it down. “ Lagi then went on to talk about the repaying that Asisiak offered. “ here’s my idea. You can also repay us with people to solidify the relationship that the Imuchakk have with the Mega powers *ZouxReim*., but only if things calmed down and you have people available. This brings me over to the formation of the Unity Corps.” Lagi stayed silent for a brief moment, allowing the name to settle in. “I won’t ask for your best, just your talented that are brimming with potential to work alongside with the Fanalis. There might be some exceptional gifted humans in it as well; It would be good to set a quota that eliminates all race barriers. This can work, I’m pretty sure that it can. But if that's something you cant offer, growth the traditional method you was planning before. Ill just rebuild the Fanalis from scratch. ”

“LAgi looks over the Kou agreement one last time before signing it. “This is about ready to be signed by me, but there is one more thing. There is nothing stopping me from owning property, Along with a yearly amount of allowance  that I get from being king, I would like to purchase some land over here. LAgi would point to the vacated spot right next to the Zou empire. I have a few ideas for it….but I need a scale on how much your allowing me to have..and how much it’ll cost.. ” “

Lagi almost forgot to explain what he left out. "Oh right, i remember why i said no Azix. We can't simply hand out too many opportunities to those that would waste away regardless and squander it. Consider the current testing that i have

Asisiak glared at Lagi, the man was insufferable and seemed unwilling to compromise while the Kou agents both were willing to work out the details. She shrugged it off and again gave a pointed look to the newest ruler of Reim.

“No one asked you to ‘pacify’ your intentions, simply to think about the wisdom of them. As a king, you must be open to compromise in certain situations and be willing to learn from the wisdom of those with far more experience than you will ever hope to gain. As for Heliohapt, there has not been outright conflict with them in decades. Simply tensions. Respect that for what it is, young ruler. As for contributing to your ‘Unity Corp’ as you call it, it will be considered, but comments about repayment were not for you, but the Kou individuals, as they are the ruling authority here, per your deal. If Reim is willing to offer help, I will not turn it down, but my repayment must be made to who actually rules, and that would be Kou. You may not like it, I do not care. If the supplies come from your port, the funds, I am sure, will be routed to your land by proxy. And about those lands? Those are not Kou Empire, how can they authorize you purchasing it? What about the people there that you would be misplacing, have you given no thought to them? Or are you simply thinking of ways that you can expand for yourself? You ask of them something they cannot give you. If the land had been in their territory, it would be different. But that would be like asking them for land of my region. They hold no sway there. Learn who to give your ‘demands’ to, 'leader'.”

She sighed and calmed herself, now was not the time to get upset, there was not enough furniture there to sate her anger.

“Regardless of terms, let us move this along, I have other pressing matters to attend to. Also, one final thing that the great ‘king’ has left out. You, Kou, will ensure that his reign is legitimized. Hold a crowning ceremony with a ball. If this man is really a ‘king of the people’ I suggest making it open to those of every social standing. But having diplomats from other regions is a must, if you expect any of the other countries to hold him in any regard as a leader. We Imuchakk deal with our own affairs and the rest of the world does not truly care who leads us. But Reim is of great influence in this world. As such, you need to make sure they know and respect his terms of ruler and are also aware of the overlying Kou assistance in overthrowing the ‘corrupt leader’ that preceded him. This will strengthen affairs for all involved and also serve as an underlying threat to the other countries to perhaps keep their policies up to par with their nation’s needs. Does everyone agree with this?”

Azix raised an eyebrow at Lagi and listened to his speech. The more the King spoke, Azix realized that Lagi had either barely listened to Azix's earlier idea from several minutes ago or had misunderstood a few points. He was further baffled as to why Lagi felt that appearing aggressive and starting a conflict with Heliohapt would be good. While obtaining the mines may be profitable, pursing such foreign policy immediately after a transfer of power on the throne would be disastrous, especially without the full details of the transfer hammered out. The move was incredibly naive or Lagi intended to make Kou appear overly aggressive. Was Lagi deliberately trying to sabotage his rule on the throne by making Kou appear foolish on the international stage? Azix filed these observations away to be discussed at a later time with Kou representatives.

He was further disappointed by his decision of replacing Lagi with Zhi when the King asked for a plot of land outside of the Kou Empire's control. It looked like Lagi was going to be a thorn in his side for a while.

Azix nodded when Lagi finished, offering a polite smile. "While I appreciate your permission, I believe you misunderstood what I requested. I would be happy to clarify details at a more appropriate time."

Asisak addressed Lagi afterwards, giving the new King some things to think about. Azix agreed with her words, hoping that Lagi would understand the words of an experienced ruler. The idea of a crowning ceremony seemed an excellent idea to Azix, "I think that would be a perfect occasion for the citizens of Reim as well as for foreign diplomats."

Iulius began massaging his temple as the conversation continued. Asisiak and Lagi both continued to go on about policies and the direction that Reim should be taking in the future. Collecting himself, he first spoke to Asisiak. "Chief Asisiak, as always your advice and thoughts on the matter are appreciated. I am certain that without you here negotiations may have become much... Messier." While what he said had a definite truth behind it, there was also a slightly overly sweet tone to his voice. The foreign chief was beginning to place her hand in the rule of Reim, and his tone of voice was meant to be a subtle warning that treading much further might be taken as inappropriate action on her part. It simultaneously served as a subtle warning to Lagi that his current actions were being frowned upon, and that his bluntness and war-oriented ways were found to be distasteful in the current company.


Iulius, however, took into account Lagi's blunt nature. Whether he assumed correctly or not, Iulius did not believe the man capable of subtlety and so he made sure to voice a more direct reprimand to the man. He would ensure that the reprimand shot straight to the matter at hand, and did not overly embarrass the new King. "King Lagi, it is as Chief Asisiak has said. We do not own those lands to the west of us; those are owned by the nomadic groups of that land. It would be grossly inappropriate to portion out and sell land that does not belong to us. It is my understanding that you have little political experience. Asisiak holds another important point here; you need council and tutoring from those who have political experience. While it is important to not let matters sit stagnantly, you must be careful of haste. And, of course, a coronation ceremony would be understandable. But there will not be a large enough room for a ball room to host all the citizens of Reim, so while such a festival could be held the actual Ball would have minimum requirements. This will be handled internally."

While this conversation took place, Garret signed the various copies of the documents. He then passed them around so each group could sign the documents that Lagi had signed. Once all the witness signatures were complete, each country would retain a copy as reference.

Iulius did have praise for Azix. His advocation of a more prudent course of action was in line with what would be the safest means of moving forward, and furthermore the reminder to Lagi that this isn't the best time and place for that discussion was something that touched up on an important subject. He wanted to stress this to the King, and repeated the words Azix had mentioned. "Our representative of the royal family, Hóujué Azix, has it correct. There is a time and place for every discussion, and this is not the time or place for the discussions you are trying to have. Kou is not interested in a hostile stance with Heliohapt."

Garret listened to the back-and-forth between the groups, doing his best to follow them. He didn't have much to add himself, and didn't want to sound a fool by speaking on matters that he wasn't familiar with, so he kept his mouth shut. It was at this point that Acius spoke up, directing his words towards Asisiak. "As expected, you already understand that the purchase of the relief supplies will be done through Kou's coffers and be sent from Reim. Having lived here for several years, and due to my experience in the field, I will work the details out with you directly. We can discuss this at your leisure, if Garret will provide me with the authority to handle matters from here..?" Acius looked over to Garret, raising an eyebrow.

It hadn't been so long ago that the Lieutenant had been giving him orders, but now the man was asking him for permission. Garret forced back a smile at the situation. Acius was well known in Kou for his logistics ability. The man was often hailed as a genius when it came to logistics alone, and it was only due to his adamant refusal to rise in the ranks that he wasn't already considered a general. There was no man more qualified at the table to discuss the diversion of current material goods and the way they can be moved to another land. "Of course. I trust you will handle that matter effectively." It was another subject that Garret didn't have the greatest grasp on.

While he understood general concepts of it, the man who was offering to run the numbers was the very same man that had run the entire Kou operations within Reim for the past five years. Trade routes, raw materials, economic strength and opportunities where inefficiency was taken advantage of in the past were all things that Acius had to be familiar with in the position that he held.

Unless there are other things that must be said here, feel free to make it an exit post. Mostly this thread was just meant to ensure everyone was on the same page on what exactly the relationship is between Reim and Kou.

There was a lot that Lagi wanted to say about that land, there was something he really wanted to do. It wasn’t even a selfish gain that he was considering when he asked for an inquiry about it. That land had some dangerous animals that could be tamed, some creatures that could prove beneficial to the El Nagi clan, and even the regular militant soldiers who had a minor in dominance beast training.  The people in that area would have also felt a little safer, as well as opening somewhat for a job for the brave ones .If there were a lot of those animals under their control, it might even be possible to stat the first zoo as an attraction. However, Lagi said nothing. These were his own small dreams that he sought to realize on his own, and he kept it to himself. “……..” Lagi would say nothing as he shifts over to the document and begins to sign it. After that he simply puts the pen down, shifting it over to the next person. “I’ll see you at the party….please excuse me. ” Lagi would say as he got up and proceeded to leave. He was a bit disgruntled of how everyone underestimated him  and somewhat made him look like an idiot. Was it wrong to quickly assess threats and deal with it?  His life is on the line  when he sat on this throne, that was the tradeoff. However, Lagi wasn’t foolish enough to relax his hand when it came to dealing with old enemies of Reim. “No…. its Kou now… “ It was a reminder of the situation that Lagi was in, it wasn’t pretty. Either way, Lagi needed to be alone for a while. This small meeting only set the tone with the of Lagi’s interactions with the rest of them.

Asisiak sighed and rubbed the bridge of her nose, signing off on all the documents before offering a terse nod. It seemed there was still much that would need to be discussed, but her part in this sordid affair was complete for the moment. She would meet with Acius at a later time to see about planning out supply delivery. While she was not overly impressed with the puppet Kou had chosen, he was young and eager. Perhaps he would learn, perhaps he would not, only time would tell. After all, Reim was not built in a day, and its king should not be any different.

The contract was passed around, Asisiak and Lagi both signed their portions of the agreement before departing. Azix idly watched the two walk out of the room while he was immersed in thought. All in all, the negotiations had went smoothly, both parties now had an agreement that would be beneficial to both sides. Azix made a mental note that he would have to find time to bring his proposals up to the council. It seemed that he would have some time to work over the finer details, expanding where necessary. He would also have to meet with the Kou diplomats as well in the future, since he represented the royal family, most likely at the crowning ceremony. It would be an interesting night, that would be for sure.

Azix stirred from his thoughts and noticed he was not required to sign the contract. Dismissing himself, Azix gave a polite bow to those who were left. There were dealings to be had.
