What I'm bringing Along:

Garret received his most recent set of orders from the Zou Empire. This time around, he was to help their slaver
'friends' out again. There were reports that the Reim Empire had been seriously cracking down on them lately, and that they recently gathered information pertaining to the locations of several of their holding pens. Garret's job would be to infiltrate their legal offices and obtain the original copy of the information detailing their hideouts.

With this information, Garret would be able to report this to the Lieutenant who could warn their contacts and get them out of the way before they are taken out. Lately, as always, he would begin by gathering information. It was upsetting, but his missions were not being prepared adequately with all of the information that was likely available to them through informants and moles. He would deal with that when the time came.

Unfortunately, it was difficult to stalk the official buildings without looking suspicious. He would need to watch from afar, through a spyglass. Garret began looking through back alleys for possible places that would give him the foothold to get to a rooftop without being seen. He finally found a rooftop to lie down upon and watched, awaiting nightfall. As it neared, Garret watched the coming and goings of the officials. There were constantly guards around that area, and they made regular post changes. He noted they had fairly good visibility, as they each carried a torch or lantern.

There were no openings. This was going to be a messy job, unfortunately. But how to do it without alerting the entire group of guards? Garret left his spot and returned to a safe house to contemplate this. When he awoke the
next morning, he wore a set of clothing that a middle class citizen would wear. He walked his way over to the administrative office for the legal system of Reim. He queued in line for one of the clerks and waited. It was a crowded place, and seemed many people had grievances to file. Two guards posted at the doors... Another posted at the entrance behind the counter separating the
citizens from the governmental employees. And one more leading to the hallway within. There are at least four more within.
When Garret got to the counter he spoke to the clerk. "I've got an argument going with my brother on inheritance." Garret made up a story on the spot on how the will was vague and his brother and himself believed themselves to be the ones to inherit. "I'm going to try to solve the issue with him, but if I needed to file a complaint, how would I go about doing that?" Garret half-listened to the explanation by the clerk. Just then, the guards began switching, some going for lunch. Garret had expected this change to occur and watched to see how many would come from the back. Another three guards came in, leaving one at the door from the prior group as the other three got what he assumed to be lunch. Garret finished up his business here and left. As he left, he saw a clerk with two guards walking with a box. Curious, Garret watched as the man walked across the street and entered what looked to be a storage facility.

An idea came to mind, and Garret determined it would be the best course of action. Should he succeed, he might have the opportunity to cover the fact that the files were missing. Garret returned to his observation post that he had been using to look over the location from before and began to map out three escape routes. One by sky, one through the rooftops and another on foot. As it got closer to approaching night, Garret set back off to the Safe House. On the way, he bought a cheap bottle of a strong alcohol. Garret geared up for his operation, grabbing his wand, Huang which was held inside a small pack with rope, flint and steel, and a grappling hook. Garret also had a cloak on and attached to his cloak were several water skins, loosely corked instead of having lids screwed on. More water skins were around his belt, and he made sure to tuck away the bottle of ale. "For celebration purposes, they say." Garret mumbled to himself as he pulled a black mask which covered everything besides his eyes and nose.

Garret made his way to the administrative district's walls. He counted out several steps before throwing his grapple hook to the top of the wall, climbing it up and retrieving the hook before looking down. As he expected, there were less guards over here. Garret had decided his first part of this operation would be to cause a distraction. He just had to wait for the right moment. ... Yes, there it is. Just what I was waiting for. A guard was patrolling around the building, torch in hand.

Garret pulled out his wand and whispered his spell Jet Stream. Two beams shot out, side-by-side, for a 2 inch wide cut across the guard's windpipe. The guard dropped his torch, which fell on wet grass. Moments before, as the two streams cut the guard's windpipe, two other streams, .3meters in diameter, made sure the grass was wet enough to not catch fire. The guard soon bled out on the grass, attempting to gasp for air while dying. Garret dropped down and picked up the extinguished torch. He looked towards the small window located near the ceiling and sighed.

Tying one end of his road around the guard's body, Garret threw the rope up to the rooftop and began climbing it up. When he reached the small window he held tightly to
the rope with one hand while taking his wand back out with his left. He whispered out the spell for his Water Manipulation Technique. Again, one of the corks in one of his water skins popped open and the water came out, flowing through the cracks of the window and unlocking the latch from the inside, opening the window. Garret swung in, propping himself in the window as he gathered the hook side of the rope. Garret jumped down from the window to the ground inside the musty room. Before he could land, he met an expected pause halfway down. The guard's dead body had equalized his weight. Garret placed his feet on the wall and began using the wall as a leverage to pull the guard's body up. Soon, Garret had the body through the window, falling on top of him. "Ouph." Garret wasn't able to catch the weight of the man, but him being between the dead guard and the floor muffled
the sound of the fall. Garret looked for a chair and took out the bottle of ale. "A fine time to celebrate success, yes?" Taking out the flint and steel, he poured a bit of the ale about on the floor near some books. The extinguished torch was also places similarly. Garret set fire to the ale. It lit up fairly quickly, and was beginning to set off a small fire which would continue into a series of fires soon enough. Garret threw his hook back up to the window ledge and climbed out, sure to close the window when he left. Picking up the corks from his water skins, he made his way over the wall, and took a long route to the wall closer to the building the documents were held in.

Soon the smoke appeared from the building, and several guards went to check in on it. They shouted out a fire alarm, and a majority of the guards watching the building left to assist in a fire line. Garret repeated the trick he had done previously, this time using his Jagged Flying Ice to open up the window on the second floor where the documents were held. He shuffled through the documents, looking for the ones he needed.

They weren't in the drawer that was said in the portfolio for the operation.Garret began looking through other drawers until he eventually found them and rappelled down to the ground level. It looked like they were nearly finished putting out the fire on the other side.

Garret made haste, choosing the rooftop route to return back to the safe house.
