Alrighty, just a quick run down on general job creation standards that would normally be expected:

More often than not, C-Tier jobs are where you start actually fighting against NPC opponents. There are a few exceptions, but for the most part they are at least partially combat based.

When you make opponents for such a job, you really have 2 options. The first of which is to have a single opponent that takes 4 attacks of the job level to defeat (and has a rank higher by 1 than that of the job rank), or to have multiple opponents that collectively take a total of 2 attacks of the job level to defeat.

An example of this would be either having 2 D-Rank NPCs that take D-Tier damage to defeat as well as 1 C-Tier NPC that takes C-Tier damage to defeat, or a B-Tier enemy that takes A-Tier damage to defeat (4 C-Tier damages).

Now I'll edit in some minor things here for you, but otherwise the requested types of changes will be written below~

Edited a bit above to have proper level rewards there. Since  you put in a difficult condition such as recruiting a PC player into the job, I will say that this does not need an NPC opponent to fight. You might want to consider changing that though (removing the PC requirement), and adding in NPC opponents to fight, perhaps justifying it as 'convincing them that you have the strength to lead them' or something like that.

[b]Job Overview:[/b] Now that you have a few followers, many of them being rag tag rejects and misfits or teens with nowhere else to go, they need a Head quarters and, more importantly, a place to stay. Though as usual Funds are low. convince a financial backer to loan to your cause, or steal enough funds to rent out a HQ.

The above job is fine. Since this is a personal job, I would normally prefer the overview to be clear-cut in what direction you're going to take, however that is just personal preference and is not a requirement. There is no issue with you having choices and differing your choice until you're going through with the job.

The above definitely needs an opponent to face. The actual Coliseum is different from jobs. It's perfectly fine for you to create and face a 'coliseum' opponent in your job. Use the Enemy Template for creating your opponent.

Opponents should look something like the following*:

Enemies should generally have at least 1 ability on their rank. They have to have a move speed listed for how fast they can sprint/move up to. They also should mention any basic weapons that they have and use to do 'normal attacks'. Their abilities should mention things like how much damage it does/defends against, if it has a status effect, and how fast the technique moves at.
