Description: Placing their blade underneath their armpit, before sprinting forward toward their enemies, she unleashes a large attack, swinging their blade at 15 m/s at 360 degrees around them, in a diagonal motion, they deal C-tier damage to everything withing the blades reach, approximately .5 meters.

Range for all of these should be close.

Vipers Lung: For this skill, the speed can be up to 10m/s. There would be no "scale" to the attack, as you aren't swinging anything around, you are doing direct hits to a single opponent. I would suggest rewording the description to say:

Cyclone Uppercut: Again, the scale is not necessary, as its a close-range melee move. Perhaps word it like the following:

Spinning the sword by the handle, the user spins it toward the enemy, in a horizontal motion upwards at 10 m/s, dealing D-tier damage.

Starfall: The size of the leap would need to be stated in the description and you would need to include damage dealt:

If you are okay with it, I just want to make sure you are aware that this ability requires you to jump/flip through the air to use XD.

Raven's Sickle:
You've actually got close to a 1 meter reach. Your blade is about 45 cm long, and your arm is probably around 60 or so cm long. Either way, I removed the reach since it can be calculated if it comes down to it.
