This spell can also dehydrate people inside of it causing a D-tier Damage in the form of dried out skin and eyes.

Description: Lance creates up to five whips of heat, each 1.5 meters in diameter and 10 meters long, which can slice through the air at speeds of up to 15 m/s. Each whip deals D-Tier damage and can deal up to C-Tier damage per target. If sustained, the caster can deal up to C-Tier damage once per post and control the whips using the same physics as an actual whip.

Fireball: How many fireballs do you make? Include that they will only deal D-Tier damage per target (i.e, three hit one target, two hit another = Both receive D-Tier)
How fast do the fireballs form in front of the caster?

Heat Mirage: What is the range of the ability?
How fast does the magoi travel from the staff to start forming the wall?
Please put the sustain cost.

Sunny Day: What speed does the heat/absorption of heat travel?
You can't buff your damage with an ability.
As a D-Tier ability, the effects of the dehydration would have to be mild and have a clear duration, provide a clearer description. (Asking Yaku about this move)

Control Flames: How many flames can you control?
Please put the sustain cost.

Slice of Flames: Please put the sustain cost.
Please choose up to five small whips or one larger whip. If you choose five, they deal C-Tier damage if all of them hit. If half hit, they deal D-Tier damage. If you choose one, it would deal C-Tier damage.

Ok I tried my best to add what you asked although I am a bit confused about the sunny day thing:

As a D-Tier ability, the effects of the dehydration would have to be mild and have a clear duration, provide a clearer description. (Asking Yaku about this move)

Can you help me word this more.... effectively? (Sorry for the troubles... I am usually like this when I start out on these things but after a while I get the hang of it...)

Well, D-tier damage is basically a sunburn so for dehydration it would probably just lightly dry out their skin and eyes. But they way you have Sunny Day worded, it would still hit you as well as everyone around you. Better wording would be:

-What size are the fire balls?

Heat Mirage
-Please note the speed at which this spell leaves your staff and moves to the targeted area.

Control Flames
-Instead of saying to use flames nearby to make the spell bigger, please just list the size of the spell which can be determined by looking at the scale section of the ability guidelines.
-You should also just mention being able to create your own flames instead of saying you need fire already present.

Slice of Flames
-Remove the bit about choosing to make five or one. Just leave it at five and then wrap them together to make one whip IC since you can control their movements.

1. I think 5 meter radius per fireball is wayyyyy too much. I mean, even a 1 meter radius fireball will already block your line of sight, imagine 5 of them lol xD(You don't have to change this if Yaku says you can have it at 5 meter radius. This is just my opinion~)

Fire Ball
The fire balls should all be smaller so the total scale is 5m. Not the scale of each. So yeah each one should only be 1m, but it should also be diameter. Not radius

Control Flames
The scale should only be a single 5m diameter area of flames. Not radius and not 5 of them.

Slice of Flames
I told you to remove the mention of the single whip and to join wrap all your whips together IC if you wanted to use a single one.
