To start, ALL cool-downs are at a minimum of 2 posts, but the guidelines for the different tiers of abilities are found here

Second, you only need to list the tier of damage, you do not need to include the part about inflicting bruises, cuts, etc.

Though i am a little confused with Barrage , as i under stood it...if i was to hit 5 different npcs or players each one would take D rank damge, simply because can't be cut any futher.
I know damage doesn't stack. I kind of figured if i hit a single target with all 5. it would be D damage [Total but 5 cuts pr brusies]. Edited in what you put also

As for barrage, damage is calculated by dividing the total number of projectiles down. Since you have a total of 15, at least half must strike the target to deal C-tier damage. Anything less would deal B-tier.
