Since Mt Raiji sits at the centre of the Kinan island, all trade goods must pass through the mountain range north towards the merchant harbour Yutaro - be it animal hides from the east, dyes made in the west or other wares. Thus, this location is integral for the Kogata alliance’s tightening grip upon the country. This path has you choose the eastern peak, populated with many different shrines. These shrines consist mostly of Kazeharu and Morihana sites of worship, and the Hinamoto wish to build a new road right beside them - inviting busy traffic into this religious place. You must either defeat the Hinamoto officers head-on and prevent the new road being built or take out the officers, stealing the building-plans and delivering them to Fumiko.

He was sitting at the small outpost, as the ninjas would come in and out, leaving reports with him or the leader of the outpost, smoothing the in and out of information. Eight reviewed his notes and reports for a moment, it had seemed as if there was a Shikizui fort. This would take a much more heavy effort to take down or perhaps at the very least, buying some time to get some proper spies in place, even though the former seemed to be preferable given the situation. Requiem Jynx would likely be able to handle it, especially with the help from the rest of the crew, but this type of work very much depended on expediency, especially if they attacked one, and then the reports were spread up, defenses would surely increase as they fortify their key position.

Leona and Diana, while being equal in power to him, were far too noble for a task like this, but Naruto...this was the clan the shinobi had pledged his allegiance to. And more importantly, for Eight would be not to directly stop the incoming traffic, but to observe them and find the opportune moment to take out the Hinamoto and obtain access to their building plans, delivering it himself to Fumiko.

It had seemed as if there was minimal security at the outpost they would be sleeping at, very secure that their would be no conflict at the peak, how overconfident. It was clear, now they would simply have to get the plans, eliminate the soldiers, find the plans, and have Naruto replace one of the soldiers, perhaps acquiring a second Kogata ninja to impersonate the other and then havea pair of esteemed spies within the Hinamoto clan.
During this moment he asked for the outpost captain to find a second Kogata Ninja that could match the officers fighting style, while also being talented in impersonation as well. He knew communicating behind enemy lines was a skill Naruto lacked, so he would need someone accompanying him to fill in that gap.
