They have a leader who is coming to kill you. If you want to get to him first, go back to the docks and see him for an outright duel! Obviously you need to defeat him otherwise he, and I quote "will kill everyone in Balbadd with his bare hands". No pressure. Seriously, he isn't all that strong for a ninja leader.
