Function:

By paying 20 magoi, the user sends a mist out at 25 m/s towards a single target. Any target struck freezes over with dry ice, encases a target within 40 meters in a slab of Dry Ice for 5 posts. 7 post cool-down.
The user can register 2 Dry Ice Abilities linked to the dagger, A-Tier and below.

This counts as either a strength weapon or stealth weapon, but cannot be used to block attacks without an ability.
