I made my changes in accordance with your edits.
" Please add in Drawbacks that sound Abilities higher than D-Tier can overcome your Ability." An equivalent was added to the description.

"You may only have one type and one effect sadly for D-Tier Abilities. Also, please add that the Ability will only miss if it is another D-Tier Ability." Changed name and removed damage, added "Next d-tier ability or basic attack"

Everything is good to me, but one last edit.

Please add a better Drawback or Requirement for Accent of Deafening Conversation. I would suggest either the user having to stand still, or the user having to put his hands in a certain position in front of his mouth.
