Description:
After chanting and using his staff to draw two circles in the air creating two 1 meter spheres made of electricity form at he end of the staff and shoots them off for 10 meters dealing d tier damage each for a total of 1 c tier damage. He can also choose a different target for both spheres.

Description:
By banding the bottom of the staff into the ground while chanting the name a .5 long snake made of electricity is formed. The snake races toward to its target in front of it for five meters and sinks its fangs into the targets leg sending a paralyzing electricity through the person's leg causing it to go numb.

Overall: Your abilities need to specify a type of magic required to cast them. Each magician ability calls upon a specific type of command, and so spells that have simple commands in one type may not be so simple, or even possible in others. Please specify in the Requirements/Drawbacks the magic type your spells require.

Denki-kyū: Your spheres can be much larger than .25m. You can expand each one to 1m and the ability is still fine. I would also recommend changing the requirement to "Silva chants the name of the spell, then draws each sphere into existence by tracing a circle with his wand." It's harder for an enemy to predict where the sphere's are going that way. Also note that you can hit separate targets with each sphere. Finally, scaling "Hits" doubles the number of projectiles, not increase by one (i.e. 2-4-8-16, not 2-3-4-5)

Doragonburittsu: You need to specify what "The area is increased by 5m" means. Are you increasing the distance it can travel? It's width? A combination of both? The cooldown for D tier is also 1, please change that.

Raigeki: Because your projectile is so tiny, you can increase the range of this ability to 15m, or increase the size of the projectile to 1m (but not both :p)

Zeusu no hikō: You wouldn't really be able to produce magnetic manipulation at D-Tier, much less at a level that plays of the body's natural magnetic frequencies and allows you to levitate.

Raitoninguhebi: Unfortunately, you can't cause full body paralysis at D-tier. The most you could achieve is numbing a limb. In addition, you can increase this range to 10m. Cooldown for D-tier is also 1 post.
