Description: Hoyo spins around 360 degrees at 10 meters per second hitting anyone within a 3 meter radius to knock targets back ten meters.

Range: Close
Cool-Down: 2 turns + 1 for sustain
Description: Hoyo slams his tail against the ground at 10 m/s  to create a shockwave to deal D tier damage to anyone within a 5 meter radius.

First off, all abilities should include their sustain cost and cool-down. For C-tier, it would appear as "20|10 Stamina" and "3 posts or sustain+1". For D-tier, this would be "10|5 stamina" and "2 posts or Sustain+1". Range for any Brute ability would be "close" as it is based off the Strength spec. The only time this does not apply is if they are throwing their weapon, which Beasts may not do, as they do not have weapons.

Lockjaw: Since this ability is Offensive, it can only deal damage. If he holds something in place as well, it would be Immobilization, which is a supplementary effect. If you wish to have both, you would need to nerf the amount of damage done. Also, the maximum speed for C-tier is 15 m/s, if you limit his bite to 5 m/s (which you may do), other players can take advantage of this.

I would suggest wording the description as follows:
Offensive -
Hoyo bites into the target at 15 m/s to deal C-tier damage

Offensive/Supplementary -
Hoyo bites into the target at 15 m/s to deal D-tier damage, holding the target in place for 1 post.

Roll over!: The speed for D-tier abilities is 10 m/s. Again, you may leave it as 5 m/s, but others can take advantage of this. You would also need to indicate how much directional freedom he has. I suggest wording it as follows:
Hoyo rolls 5 meters in any direction at 10 m/s, dealing D-tier crushing damage to anything in his path.

Catapult: Brutes are not able to use projectiles and in this ability, he is turning Ani into a projectile.

Tail whip: As an offensive ability, you can only deal damage, not deal damage and knock something back. As it is D-tier, you can have it be either Offensive OR Supplementary, not both. You also did not include the speed he moves at.

Shake: Same as above, he cannot deal damage and produce a knock-back effect with the same ability at D-tier. You also need to include the speed he slams his tail down at.

Your forgot to change the cooldowns as Ariella requested. Only other thing is the scale needs to be added in Body Slam.
