Fulmine Nero II: Each strike would only be capable of inflicting D-tier damage, not C-tier. If they also paralyze, then it would be Offensive/Supplementary and all 4 would have to strike the same target to inflict C-tier damage and C-tier paralysis.

Fulmine Frusta: Scale for B-tier is 15 meters, meaning the whip could be no longer than 15 meters long.
