How?

How would I go about creating an organization like the Unity Corps? There arent any guidelines as far as I can tell.

It all depends on what type of thing you were trying to create. For instance, wanting something with government support, you would have to prove a need that is not already fulfilled, activity, and gain the approval of the Council. Activity and purpose play a huge role, but its not something there is set guidelines for. The Unity Corp was actually more of an experiment to see how players interacted with organizations like that with bonuses and training requirements. The level of activity within the Unity Corp has honestly not been fantastic since its creation, which would make staff wary about allowing another such organization to be created.

This is not to say it wouldn't be allowed, simply that you need intent and the work put in to establish it plus a hefty amount of interest from other players.
