Normally you would be correct, but this is actually a Dungeon item from Gremory, which allows it to break the norms. We make 4 magic items from a dungeon and post them up, these follow the magic themes of the dungeon and are objects decided upon by staff on creation. Most items created before Ariella and myself became staff are mostly considered magic tools, however.
