Since a cone shape is a 3 dimensional object, I need at least 2 dimensions described in your ability. Also, the width of the cone should be either '15 meters' or '10-15 meters'.

..... It does say "The maximum width of the cone being 15 meters." (or did you just want me to take maximum out?)

It also describes the length, which is 30 meters, also the acceptable range. 

In simpler terms
Base-15 meters
Height-30 meters

I think what your thinking is that I was describing a blast of light shaped as a moving cone. However the technique is actually a blase of light which forms the cone at 20 m/s.

Unfortunately, any ONE side of the cone cannot be more than 15 meters. This is explained in the Ability Guidelines when using Scale. The 30 meters describes how far away an ability can travel before dissipating. Therefore, your ability is not within the guidelines.

The width of the cone must be changed to 10-15 meters, because for balance purposes you cannot have such a large range of a variable in your abilities.

If your ability forms like a cone, but travels as a simple 2 dimensional circle, then I still need the depth of the circle. Also, the ability will need to be slightly reworded to reflect that it doesn't create a cone, but starts from a smaller size and as it travels forward it grows out into its maximum size of x-x meters in diameter and y-y meters in depth, or simply y meters in depth.
