Scaling: ZZZ'z- Scaling multiplies D-tier Sleep Status or "Z's",when A-tier Sleep Status has built on a target they will be afflicted with sleep a turn per each A tier amount of sleep status they have been afflicted.
Sustain: 0
Cool Down: 1
Cost: 10
Description:

    Inflicts D tier Sleep status, which lasts for a single post including after each sustain. D tier Sleep status will render targets groggy and slow their general speed by a D tier. when A-tier Sleep Status has built on a target they will be afflicted with sleep a turn per each A tier amount of sleep status they have been afflicted. The infliction of this status can be cancelled or negated by administrating an equivalent Tier in damage to a target under the sleep status.

So sleep isnt a traditional effect, but I like your way of explaining it as a slow, for the final A-tier effect we could allow this if there's a way for someone to knock someone out of sleep or for something to knock them out of it similar to how players can be freed from A-tier immobilization or paralyzation in some ways.

You cannot stack above A-Tier. It should cap at A-Tier, for a total of four turns of the effect. Furthermore, you can't have both a duration extension for Scaling and an effectiveness buff of the ability. Scaling should allow for one or the other. Also, for this kind of ability that can end a fight without fair warning, it would need a fair warning like any other ability where you must perform an action before said ability or wind up the song.

I would ask to change the range where the ability affects people to 5m, as per most abilities.

    Jahan whistles a little tune for his birds to mimic. When the birds will sing the tune, the song travels up to ten meters, inflicting a D-tier “drowsy” status for a single post. At D-tier effectiveness, the target will feel groggy and sluggish. When enough D-Tier’s are stacked/built up, an A-tier sleep status will be placed on everyone within range of the song, they will be afflicted with sleep one turn per A-tier amount of sleep status they have been afflicted.

Approved for training, might have to approached differently when it comes to an actually A-tier ability inflicting sleep but we'll discuss that if we get to it however this seems balanced enough to me it seems you and Neo did well. Keep in mind if someone managed to leave the radius I imagine stacks would reset or they would fade over time if they move out of its diameter.
