Requirements/Drawbacks: The user must go in a crowd of at least 20 people.
Scaling: By doubling the magoi, the crowd's required size cuts in half.
Sustain: 0
Cool Down: 1
Cost: 10
Description:

    The user steps into a crowd, before they seemingly blend in perfectly, becoming exceedingly difficult to spot out.



Save me, Bullseye
Tier: D
Class: Assassin
Type: Defensive
Range: Medium
Requirements/Drawbacks: The user must be at least 10 meters away from wherever the projectile is being thrown from.
Scaling: -
Sustain: 0
Cool Down: 1
Cost: 10
Description:

    The user, upon having a projectile thrown at them, is able to throw a projectile of their own and have the two clash perfectly. This of course does not mean the user's own projectile will win the clash. It also cannot exceed the range of the projectile that the user is throwing, which is 20 meters.



Silent Strike
Tier: D
Class: Assassin
Type: Supplementary
Range: Short
Requirements/Drawbacks: The user is out of the target's line of sight.
Scaling: -
Sustain: 0
Cool Down: 1
Cost: 10
Description:

    The user can run without making a single noise for 10 meters. Unless they run into something, of course..



Mirage Throw
Tier: C
Class: Assassin
Type: Offensive
Range: Medium
Requirements/Drawbacks: The user needs to have the required weapons, which are small medium range throwing weapons.
Scaling: -
Sustain: 0
Cool Down: 2
Cost: 20
Description:

    The user throws a small medium range throwing weapon, with a twist. The user manages to throw a weapon of the same type a second behind the other weapon, allowing the user to hide the second weapon behind the first perfectly, so long as the weapons are looked at from the front.



Catwalk

Tier: D
Class: Assassin
Type: Supplementary
Range: Close
Requirements/Drawbacks: The user needs to be in a healthy condition, meaning they cannot have taken more than B-tier damage before using this.
Scaling: -
Sustain: 0
Cool Down: 1
Cost: 10
Description:

    The user can walk or stand on any surface, no matter how small or thin it is.

Quick Notes.
You have 5 D's, you're allowed 4 D's and 1 C. Why not create upgrade one of these?

Blend.
Sustain is how many times you've sustained it so far. Which at the moment is 0.
Cost is 10. The scale is not accounted for in the cost.
Cooldown is 1.

Save Me, Bullseye.
Cooldown is 1.
Specify a distance in the description.

Silent Strike
Lets downgrade this range to short.
Cooldown is 1.
Specify a distance.
Sustain is 0.

Mirage Throw (This is a good candidate for your C-tier starter)
Two attacks are not within the realm of power of a D-tier. However, they are for a C-tier.
Adjust costs, cooldowns and etc. accordingly, if you take my advice.
Cooldown is 1.

Catwalk
Sustain is 0.
Cooldown is 1.

Blend: This is more like B-tier skill, please tone it down a little bit, you wont get a perfect blend in D-tier skill

Save me, Bullseye: please state that you can only clash with D-tier ability for this skill (unless you use damage scaling), also please note that you cant clash with intangible attacks

Silent Strike Id suggest range scaling for this skill. Please give physical movement detail for the requirement

Mirage Throw State the damage it will deal, D-tier for each knives for this case. Id suggest to use Damage or Range scaling for this ability. Please give physical movement detail for the requirement

Catwalk: Please state that it is a solid surface (ground, rope, ice, etc)
